According to 2018 data, greenhouse gas emissions from cars and other modes of transportation account for the second largest percentage of Richmond’s carbon footprint. The City of Richmond is committed to advancing smart transportation policy that will move Richmond towards achieving its emissions reductions goals, increase mobility and equity, and improve public health.

With the help of a panel with vast knowledge on all things around electric vehicles and the city’s building infrastructure we are happy to announce that we now have five contracts to work with when installing EV chargers throughout the City of Richmond for public and municipal use.

As the City continues to expand its electric vehicle fleet, it is important that departments develop appropriate charging infrastructure where the vehicles are parked overnight. To ensure the successful deployment and operation of the city’s electric vehicle (EV) fleet, it is essential to develop a robust EV charging infrastructure by using the City’s pre-approved vendors and associated contracts. This approach ensures that municipal fleet operations remain adaptive, resilient, and aligned with future-forward mobility strategies.
EV CHARGING CONTRACTS
The City of Richmond is working steadily to transition its fleet away from gas-powered vehicles towards electric and hybrid vehicles. The RVAgreen 2050 Climate Equity Action Plan sets a goal of 176 electric vehicles by 2035 and a fully electrified fleet by 2050. As of June 2025, the City owns and operates 30 EV’s and 42 Hybrids. This puts the City on track to reach its fleet electrification goals.
Municipal fleet operations represent a considerable portion of the City’s expenses and associated debt. Investing in the municipal fleet operations of the future now by transitioning vehicles to electric will yield reduced expenses in the future overall like cycle savings. In June of 2025, the City created a Fleet Electric Vehicle Policy to establish guidelines for purchasing and managing the City’s electric vehicle fleet and charging infrastructure.

in 2024, Richmond was ranked 37th in the nation according to NAFA. In this most recent 2025 ranking, Richmond’s ranking jumped to 16th. This is also our first time being recognized for Best Electric Vehicle Policies.
