Neighborhood Resilience Grant

The Neighborhood Resilience Grant (“NRG”), formerly “NCRG Program”, supports the implementation of equity-centered, neighborhood-based planning and climate resilience projects within the City of Richmond’s frontline communities. Aligned with the RVAgreen 2050 Climate Equity Action Plan, this grant program provides funding to organizations working on equitable climate action, climate mitigation, and resilience building across the city.

2027 NRG Applications open on July 24, 2026

The Office of Sustainability is opening Cohort 4 applications for the Neighborhood Resilience Grant (NRG), on July 24, 2026. This program funds community-led projects that strengthen neighborhood resilience to climate impacts, supporting the goals of Richmond's RVAgreen 2050 Climate Equity Action Plan.

The NRG provides funding directly to Richmond neighborhoods and community organizations to design and carry out their own resilience projects, from heat mitigation to emergency preparedness to green infrastructure.

2026 Notice of Funding Availability

The Office of Sustainability and the City of Richmond are excited to open applications for the third cohort of the Neighborhood Climate Resilience Grant (NCRG) Program. The 2026 NCRG program supports projects that strengthen climate resilience in Richmond’s frontline communities.

Applications open on December 8th, with a priority deadline of January 23rd. Grants will award up to $50,000. Please complete the application below. For questions, contact Michael Smart, Sustainability Engagement Manager, at michael.smart@rva.gov.

Funding Availability

  • Total Available Funds: $150,000

  • Maximum Award per Project: $49,999

  • **Funding is contingent upon approval by Richmond City Council**

Eligibility Criteria:

Applicants must:

  • Be an organization providing services to residents of the City of Richmond.

  • Demonstrate a clear connection between their work and the goals of the RVAgreen 2050 Climate Equity Action Plan.

  • Submit a completed application, including a project scope of work and budget.

  • Focus their efforts on equitable climate action, climate change mitigation, or resilience building.

2025 NCRG Recipients

As the Office of Sustainability and the City of Richmond continues to implement RVAgreen 2050, we are excited to announce the second cohort of the Neighborhood Climate Resilience Grant Program! This program supports organizations and their projects that build climate resilience in frontline communities throughout Richmond.

2024 NCRG Recipients

The Office of Sustainability officially announced the Neighborhood Climate Resilience Grant Program on Tuesday, June 6, 2023 with an application due date of August 4, 2023. In total, the OOS received 20 applications which were reviewed and scored by a diverse panel of city staff members spanning the Office of Sustainability, Department of Parks, Recreation, and Community Facilities, Department of Public Works, and the Department of Public Utilities.
